This worked till 2 months ago. Then one final day, it will not work anymore. The fax provider is comcast. The Modem is USR 56K PCI Internal modem

I have a USR 56K V92 PCI Modem. How can I verify iif the baud rate is at 9600. (The digital line needs this). This is on a Windows Server 2003 running SBS 2003. I need to use this to make the Windows Server Fax work.
The modem looks something like this:

There is no dial tone coming out of the Fax modem, but the line works through the analog phone.
*When I take the fax line from the wall and put it in one of the ports in the PCI Modem, and take the other port to connect to an analog phone, the phone works:Because the phone worked, I realize the modem has the life in it, but when I dial out, it gives the error 'no dial tone'.

I have heard the same thing that xxdcmast is saying. Analog modems won't work with digital lines. I you are sure that is not the case I would fire up good old HyperTerminal and start manually typing AT commands to the modem to debug. If memory serves me the USR modems sometimes had to be reset to factory defaults. Fro within HT try..
AT&F (load factory defaults)
AT&W0 (save factory defaults to NRAM)
Then try dialing a known modem number of a dial-up ISP and see if you get a connect. AT D T 1-800-123-456
I would hit USR's web page and download the AT command set for the modem. There are commands to fix the baud rate at 9600. Same suggestion. Use Hyperterminal. Start with AT &F then AT&W0 to load the factory defaults. Fix the baud rate at 9600 then do the AT &W0 to save the setting to NRAM. Play with it in Hyperterminal. Try connecting to an ISP's dial-up network just to make sure you can and that the modem works period. Then fine tune it for the fax once you know it can dial out and connect.

By default I don't think Hyperteminal is installed. You will have to go in to add/remove programs=>Windows Components=>Accessories. I would definitly give it a try. It is the best little utility in the world for debugging modem problems.
As far as the link above goes ... yes. The different command sets are listed down the left hand side.

My guess is that this wont work. A modem is not meant to be used on a digital line. A modem is specifically designed to take an analog signal and turn it into digital.
