With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Why is SBS 2003 fax not using ECM

So I thought it was the Zoom modem's fault, so I picked up a MultiTech modem and still the same.  The mode is always G3, sending and receiving.  I don't much care about outgoing, but one of our remote sites is really remote and often has poor line quality when sending faxes to us.  If I substitute a physical fax machine it uses ECM.  Coming into the server using it's fax software it uses G3 and often fails.  Is this me, SBS fax software or the modem?
