im using procurve 3500yl
this switch supports ACL, and sourport filtering

You have listed:

client2, port 5
ip address      10.17.3.10
gateway         10.17.3.1
 
client3, port 5
ip address      10.17.3.11
gateway         10.17.3.1

Are you disconnecting client 2 from port 5 and then plugging in client 3 to port 5?  If this is the case and client 3 cannot talk to port 3, this may be an ARP table refresh issue.  Do you know how to clear the ARP table for the switch and then try again with client 3 plugged into port 5?  This would only be a potential issue if you are using port 5 for both clients and are just unplugging one when trying the other.

Client 2 (10.17.3.10)  is in the wrong vlan - port 5 is in vlan 2 (10.17.2)
Client 3 (10.17.3.11) is in the wrong vlan - port 5 is in vlan 2 (10.17.2)

i agree, it looks to be segregated on a different VLAN.
You will need to use your switch management software to make sure all ports that need to communicate with each other, are all in the same VLAN.

Client 2 & 3 are both on VLAN 3.... Client 1 is on VLAN 2.
all clients need to be on the exact same VLAN.... doesnt matter which one as long as they are all on the same.
