Thin client TCO comparison to Fat client

I work for a medium sized educational establishment within the UK of approximately 8000 learners.  The college has suffered from a poor IT service for a number of years, aligned with insufficient funds to provide the ideal IT resource to all of our staff and students.
My question is related to the TCO for a thin client network as opposed to a traditional fat client network.
Does anybody have access to any recent research that compares the network infrastructures?
Does anybody work for a public sector organisation that has recently changed from fat to thin and what were your experiences?
Are there any major limitations to a thin client network that I perhaps take for granted within a fat client environment?
I will split the points based on the significance of any responses.
Oh, and by the way I am NOT an expert in IT network infrastructure.
