Upgrqade router?

I have a client with a network with 15 users on it. The software they use to manage the entire business is an online service they pay a subscription for. The have recently began having problems (since the LAN was put togheter in Feb) with their DSL disconnecting and overall slowness (alot of this may be in the customers head, as I think the internet is fine but their online software is slow). So far I have had AT&T check the outside wiring, the phone guy check the internal wiring, and upgraded the firmware in the router.
No one can really give me an answer if things are better when there are less users, I suspect it is.

Their current set up is::
Speedstream 4100B DSL Modem
WRT54G Linksys router
SRW224G4 Linksys/Cisco switch
I have all the cat5 into the main switch and one jumper from the switch to the router.

Should the wrt54g router handle a steady flow of 15 (at the most) concurrent users accessing their online software? Or will the router eventually crash?
Should I upgrade the router?
Should I go for a T1 line rather than the DSL?
