Problem - T1 Controller - Cisco 3845 CME Router

Hi all , I am not having  experience on CCVP or voip , but on my new job i have given the task to manage the Cisco CME 3845 router as well . This router is operating perfectly as of now . CME 3845 router is having two  Interface of T1 Controllers . Right now 1st T1 Controller 0/0/0:23 is fully operational and functional.

My employer wants me configure 2nd unused T1 controller and configure in such a way that if there are more than 24 calls it should automatically switch over the 2nd Controller T1 ( 0/0/1:23) Because 1st Controller T1 (0/0/0:23) can handle only 23 calls at the max .

My Employer also wants this 2nd Controller T1 (0/0/1:23) to configured in such a way that incase of catostropic failure or 1st  T1 link going down , There should be automatic failover from Controller T1 ( 0/0/0:23 ) to Controller T1 ( 0/0/1:23 )

But to the Best of my knowledge i brought up 2nd Controller T1 (0/0/1:23) from DOWN State to UP & Running State and then inorder to test or for testing purpose i pulled Controller T1 0/0/0:23 cable from its Interface . The calls were going out through my 2nd Controller T1 0/0/1:23 through Voice-port 0/0/1:23. , But if somboby calls from out side on any number starting with 97892127.. , 97852280.. , 97829927.. They are not able to connect .

Can you let me know is there a way to Bundle this two Controllers T1 ( 0/0/0:23 & 0/0/1:23 ) into one logical group and apply the common sets of Dial-peers , Dial-plan's , Translation rules etc to thiis logical bundle of T1 controllers Can you advice some configurations changes .
