Cisco 3560 Limit bandwidth on 1 port

I have a 3560-8 that we are using to divide our internet traffic between two companies.
I need to be able to limit the traffic for one of them interface fastether0/1 to 3 Mbps.

I saw that but am confused at the other comments added about turning on rip  and the GigabitEthernet2/0/1 notes.

Just to add a bit to ck459's post above:

Step 1: turn the Switch port itnerface to layer 3 interface with the "no switchport" command

Switch3560(config)#interface GigabitEthernet2/0/1
Switch3560(config-if)#no switchport

Step 2: enable RIP routing

Switch3560(config)#ip routing
Switch3560(config)#router rip
Switch3560(config-router)#version 2
Switch3560(config-router)#network a.c.d.e
Switch3560(config-router)#no auto-summary

Step 3: define and apply the QoS policy

as decribed above.

I left the work any off of hte end of the acl

also - you may want to be ALOT more paricular with that ACL, such as exclude internal-to-internal traffic (with deny's instead of permits).

And you probably want to do

interface fastethernet x/y
service-policy output 3meg

instead of input, or both.

Here is the final...I used some of yours and handled the output differently.
