Yeah, pushing 50+ users through a 60 might be pushing it a bit... here are the basic performance numbers on a 60:
System Performance
Concurrent sessions 50,000
New sessions/second 2,000
Firewall throughput (Mbps) 70
168-bit Triple-DES throughput (Mbps) 20
The memory and CPU, as uetian1707 pointed out, are well within acceptable ranges, but you may be maxing out the throughput, which won't necessarily show on memory and CPU.
If you look on the System/Status page, you can click Add Content, and add Traffic History. If your traffic history is near or above 70Mbps, then you're maxing out.

Hi,
The fortigate 60 has a limit of Concurrent sessions: 50, 000. Your memory usage is also acceptable and so is the CPU load. What does the log say? Do you have a firewall analyzer installed at your premises?
