Routers + Cables

We have 5-offices with 4-machines in every office(There is no network in any office, but every machine has 10/100-network card). We plan to connect all 5-offices thru VPN by September'03. We would like to get High-speed internet for every office, so all the machines would have access to internet. We are getting internet by next week.

Questions: (Please keep in mind my VPN plans for next yr)

1. Do I need a switch or router? Please explain the difference.(Once again router/switch should support VPN)
2. Suggest a router/switch.
2. What type of cable should I get? (Local company suggested to install cable that'll support 300-Mb, but wouldnt that be useless since all PCs have 10/100-network card)
3. How much would the cable cost?(Each machine is 10ft apart)

Since I'd be getting the VPN next yr., do you think for just sharing internet I should get a cheap/workable router/switch and get the proper router/switch next yr. as technology might change in a yr.?
