Frame Relay Weirdness

We have a frame relay circuit running over ATM. The configuration is "spoke and hub?" with the hub being a 3660, and the spokes 2600's. There's no problem with any of the 2600's accessing the 3660, however, when I try to access a 2600 from another 2600, I cannot pass traffic above 520 data bytes(tried directly from router to router). At 520 it works, 521 or > , it times out. I've tried increasing the timeout to 4sec and it's still the same issue. I've looked at some of the counters(FECN & BECN) but I don't see anything strange(although my experience level with frame is still beginner :)
Here's a little diagram, if I wasn't clear:
Router A----Router B-----Router C

Both A and C can talk to router B just fine, however between A and C there's an issue with "large"(over 520 bytes of data). There are several more routers hanging off of B with the same problem, so I'm guessing it's an issue with B??

Is this something anyone has seen before? and What would be the recommended course of action.
