Cisco Router can't process small packets

Wasn't sure weather to ask this in security or hardware. :)

I have a Cisco 7513 router. RSP4, 20MB Flash, 256Mb RAM.

Under normal operations the router works very well. It's fast and can handle just about any load thrown at it it seems.

The problem comes when we are attacked. When the router gets to about 20000-30000 packets a second it chokes and refuses to process anything else. The entire network is taken down. I've been searching for a couple months on information to stop these kind of attacks, or at least peocess them as normal traffic but everything I've come across seems to be host related. nothing about the router itself unless it's the target. The router isn't the target, just in between the attacker and the attackee.

I've noticed also that durring these times there are a huge number of output drops on the interface facing our network.

I need to keep my network from going down durring these low bandwidth, high packet count attacks. It's somewhat urgent so I've assigned this question 500 points. Any help is appreciated.
