BRI dialing Channel 1 to Channel 1

I have a cisco 802 and I need to get set up so that only Channel 1 (Spid 1) dials channel 1 (spid 1) on the main router and still do multi link. What I am trying to accomplish is a toll saver. We have a saver plan that allows 1 number to be called long distance and not be charged by the minute but rather using a flat rate. So as long as Spid 1 calls Spid 1 and Spid 2 calls Spid 2 I have on per minutre ld charges. The problem I'm having is that at times (during the multilink?) Channel 2 (Spid 2) will dial Channel 1 (Spid 1) on the main router and the billing per minute starts.

How can I avoid this and still have multilink?
