Latency across Cisco 7204

Here's one that I just want to toss around among experts to see if anyone has any idea of root cause.

HeadEnd LAN Device ---------L3 Switch-----------*A*--Cisco 7204--*B*----------OC-3 to WAN-----------Provider Edge Router1-------------CLOUD--------Provider Edge Router2------T-1----Remote 2811-------Remote LAN  ----*C*-Device

The OC-3 runs ~4 Mbps out/~2 Mbps in.   (burstable pricing)
There are about 190 burstable T-1 locations so far with another 50 to go until we complete our rollout.

Customers at the remote location are experiencing performance issues so I started walking my way back from the remote device to the head end.   Pinging Interface *C* at the remote showed RTT of 15-20 msec with random latency variations into a range of 700-1000 msecs.  Gradually I worked my way back through the network until I found that when I ping interface *A* of the 7204, I see no latency variations - 2-5 msec RTT.  When I ping interface *B* ( the Serial Packet over Sonet OC-3 interface), I see the latency variations that correspond with the latency variations to the remote device.

What would cause a router running at 4/2 Mbps (<1500 Packets per second each direction) and 2-3% CPU to add this latency to traffic?

The applcation most affected by this is some Terminal Services traffic where WAN clients are connecting to a Win2003 TS at the head-end so it is not just the ICMP ping traffic.

Any ideas on this would be most appreciated.
