Protocol Up/Down on Back-to-Back T1

I need some help setting up a back-to-back T1 in my lab.  Both devices are stuck in an Up/Down state

I have a pair of 2610 routers.  Router A has a T1 with CSU/DSU.  Router B has a NM-HDV serial card.  The devices are connected with a T1 crossover cable wired 1-4 and 2-5.

Router A can successfully ping Router B despite the Up/Down State.   Router B cannot ping Router A

Both routers are running HDLC in the above.  I see the same results with Frame and with PPP encapsulations.

Running debugs, I can see the Loss of Frame occur when I unplug the cable on either side.  I would expect this with the line up and only the line protocol down.

Any ideas on what I am missing to get this line to come up.

Can you post result of "show interface serial0/0"
Are you pinging the next hop from each? I mean from A you are pinging 10.1.1.2 and from B you are pinging 10.1.1.1 ?
You might try switching the clock end and let the MFT card provide the clocking. Change RA's clock source to line and RB's clock source to internal. Then "bounce" the line with shut/no shut

Do you have a proper T1 crossover cable?

I put the T1 Crossover cable on a wire-mapper and it is 1-4, 2-5, 3-3, 4-1, 5-2, 6-6, 7-7, 8-8

Last night, I did try letting both devices act as the clock source (1 at a time).  No difference in the result.  

When I was pinging, I was strictly pinging from one router to the other.  This is the only cable between them for now.  Still blows my mind that I can ping one direction and not the other or that I can ping at all with the line protocol down.

More than you asked for but here is a sho run, controller, serial, and diag for both routers.  When I dumped these configs last night, I was changing the clock source and did not have either device set with a clock source internal.

You never want to point a connected network to your own interface. You never want to put any static route entry in for any connectected network.

Suggest enabling some dynamic routing capability on both sides. Let's try EIGRP...

Try replacing the cable, frames are being mangled from source to destination.

I made the suggested changes except eigrp and still up/down.  

The static route was put in as a result of the funny ping reply.  I wanted to ensure the traffic was really on that interface by forcing it.  It would not have mattered anyway as the admin distance of the directly connected route is 0 and the static route would be higher.  The only other devices on that network is a 2924 and a PC.  I verified the addresses on the other devices were not conflicting but missed pulling one of the routes back out.

My response was also WTF.  I have not seen an encap change fail to happen.

I will post sho run and sho int on Monday when I have more internet than my cell.

In the interim I will update the IOS to rule that out.  I am also beginning to suspect HW as I am seeing several weird anomolies.    
Below are the show ints and show runs.

The clock source change had no effect.

I know the devices are attempting to open communications.  Both devices have debug lines such as
00:44:24: Serial1/0:1: HDLC myseq 236, mineseen 0, yourseen 0, line down

I also found that I could not ping the local NM-HDV T1 interface on router B from the router console.
