I'm not looking to loadbalance with HSRP (Thats why we are using CEF).
Basically i want the primary router configured as it is now (2-T1's loadbalanced with CEF) and then add a secondary backup router also configured with both T1's ready to go...it will not be doing anything other than sending the keepalive packets back and forth to the primary router. If the primary goes down, then the backup takes over.

The problems with doing this are twofold
1) no, you can't split the T1's. One T1 per router if you want two routers
2) HSRP will not load-balance, it is for failover only
Best bet may just be to have the 2nd router fully loaded, configured, ready to go for a manual swapover of the T1 cables in event of failure of the primary 2620 router. I must say that I've never seen one of these suffer from a total hardware failure that didn't give some warnings/indicators well enough in advance to conduct a manual swap out, then get the primary router replaced/checked out...
