It does sound like a DNS problem.
Could be caused by overactive DNS at the ISP.
However it depends on the web site you are looking for - if the web site uses a dynamic IP address (unlikely for the 'big names'), and this address changes, the Windows DNS cache could maintain the old address for 24 hours. You could try "ipconfig flushdns" as per http://www.microsoft.com/r

Perhaps you have multiple DNS servers defined and the first one is unavailble causing the timeout?
