Short answer:
1) You will need portable ARIN assigned IPs to do this (www.arin.net). If you got your IPs from your providers you will not be able to load share.
2) If you are able to obtain your own address space, then you can run BGP with each of your providers. BGP will enable you to load share and fail-over (externally).
3) Along with BGP, you will need to run EIGRP or OSPF internally, so both of your routers can share routing tables. This will enable you to complete your load sharing config and provide fail-over in the event one of your ISPs or routers fails.

You have some options, none of them include 'binding' the two together because they are different providers. Only if they are the same provider and they support it.

You can load-share between them, but the techniques to do so vary according to your requirements and each technique has its own risks and rewards.
