TZ170 License issue

I have a sonicwall tz170 in a small office.  there are about 15 users and i have 25 licenses on the sonicwall.  every so often I get a call from the office and one of the users can't get onto the internet.  i check the status and it tells me all 25 licenses are in use.  the only way I have been able to clear them is by restarting the router.

is there a way that the router will automatically give up the licenses when they are not in use??
