"Please create RSA keys to enable SSH"

I upgraded the IOS on a Cisco 2950 in order to use SSH.  After configuring and testing SSH,  I rebooted the router and was unable to connect via SSH.  I then did a "show ip ssh" and it returned "Please create RSA keys to enable SSH".  I've generated the the keys several time and after each reboot they need to be re-created.   Am I missing something?
