Based on one answer to my problem I should add.....No it is not wireless......but....this is a very recent problem and the set up of PC's etc I have in the house has been the same way for almost 4 years without this particular problem.
Cookies were mentioned, again the same set up of PC and the way it handles cookies etc has remained the same, as I said the problem is recent.
This happened once before 2 weeks ago - All PC's were issued a static IP address thats when the problem started....changed back to non static IP but also port changes to the router were made and the problem was cured.....However, it couldnt be cured this time........a new router has been added the same model and type as the last one it appears to be configured correctly.

what is your loss figure?
I'd suspect: NIC (computer's network interface card), CAT-5 cable, signal issues
-->Also router, but you stated above you purchased a new router

Are you using wireless?
Also, very unlikely, but, how long is your modem away from your actula isp connection cable. in other words, how long is your co-axial cable.
Check your cable modem splitter as well.
