Cisco Unified Call Manager Express 4 w/NM-CUE

Trying to call forward "ALL" calls from a 7970-G phone to a outside number over the FXO module.  After AA sends call to extension, the phone rings twice and then send the call to a womans voice, not sure where its coming from, stating that I don't have to dial a one before calling this number.  

It works fine if I send the local call out my long distance SIP provider, but I would rather not have all the local calls going out LD.  I am trying to send out all 352 area code numbers and have 4 active incoming/outgoing lines for local calling to my direct PSTN.  

Config and logs below, Thanks for any suggestions but I can't figure this out and I know someone probabaly ran across this before.
