How do I configure two Cisco 2621 XM Routers to use a WIC-1AM card to serve as a backup for the primary Frame Relay Connection?

I recently purchased two WIC-1AM (analog modem) cards that I would like to use over analog phonelines to serve as a backup for communications between two Cisco 2621XM routers when the primary Frame Relay Connection goes down.  The frame circuit at the remote site is spotty and I would like the central router to dial out on the WIC-1AM to the remote sites WIC-1AM when the frame is down.  I tried to configure this as best I could, but am currently unsuccessful.  Any aid you can provide in either auditing my current config and/or implementing this would be greatly appreciated.  Here are the configs:

Hi,

Before suggesting anything, i would like you to do ping from one lan to another on different interface. try pinging from a pc to your local router interfaces then remote router interfaces and tell me the results.

In the second link I posted above, check the additional commands as compared to your posted config. The 'backup' command under the serial interface, and the async mode interactive vs dedicated, plus the line commands

You have some route statement issues to deal with. You never want to add a static route to any directly connected network. You have many that meet this criteria.
You want to use the remote router's IP address vs the async interface in the route statements

lrmoore - I cleared up the routing table as suggested.  What I have now is I am able to establish the connection over the WIC-1AM cards, but still need a way to set this route as secondary.  I would like to be able to send all traffic over the cards only when the Fram Relay connection (S0/0) is down.

I did as suggested with mix results.  The connection definitely occurs and I am able to pass data back and forth.  The only problem now is that the connection gets initialized even when the primary link is active.  Almost seems like the COST attached to the end of the route does not matter.  Any ideas?
