Help needed with Cisco route-map command

I am having some trouble with policy based routing. I am trying to route any traffic that is from ip's 10.0.8.102 , 103, 122 and 123 on LAN Site 1 through serial 0 on r1

Any traffic from any other source should go through serial 1.

What am I doing wrong?

When I do a tracert to 10.0.8.4 to 10.0.16.4 (this should go over serial 1) I get :

traceroute 10.0.16.4

Type escape sequence to abort.
Tracing the route to 10.0.16.4

  1 10.0.8.1 12 msec 16 msec 8 msec
