Try chaging this line:
transport input none
to something like
line vty 0 4
transport input ssh telnet
The transport input none is telling the router not to accept any incoming protocols (telnet, ssh, etc)

Something must be missing. When we get it configured then a 3rd party company takes them over and places a Tac Acs configuration on them but that is after we finish.
I place an OLD session from an old router on it and I can telnet to it but this is the one we get from our supplier and they say it should work.
So what is missing that is keeping us from being able to use telnet to get to this router - we have to use hyper-terminal on the console port to get to it with te above configuration.

Once the new-aaa model command is issued it will use tacacs for the line. If a tacacs server responds either postive or negative it will not attempt to use local authentication.
