Cascading 2 Routers (WRVS4400N & RT31P2) on seperate networks to see each other

I have 2 routers my primary is WRVS4400N and I have a secondary voice router attached to it RT31P2 from Vonage.

Primary router
192.168.15.x
Gateway Mode
DHCP Enabled 192.168.15.100-150
Route Statement: 192.168.14.0 MASK 255.255.255.0 GW 192.168.15.101


Secondary router - 192.168.15.101
192.168.14.x
Router Mode
NAT Enabled
DHCP enabled 192.168.14.101-105


Secondary router is connected to primary router by WAN port, I NEED to have it connected this way to get phone service. I can see and ping everything from the primary router, but my primary router can not see/ping anything on the secondary. Also I can not ping the secondary router from the primary. the IP address above is given by DHCP and will not let me ping it. I dont know where/what settings to change and i have been through this for hours
