Cisco 2801 wont upgrade to IOS 12.4.11

We have a Cisco2801 that we need to upgrade to IOS veriosn 12.4.11 for VOIP support.

The IOS upgrade gets to 99 percent and stops. Never completes.

Any thoughts?
