Cisco 878 SDSL Port Forwarding Problem

I currently have a problem with a Cisco 878 router (Config is attached). I am trying to port forward through the cisco box using static nat translations to port 1723 on the LAN server. I can see the nat attempting to perform the translation when debugging is turned on and the translation also briefly shows in the nat table. I have tried removing all access lists and the same problem still occurs.

The IOS version is currently 12.4(15)T6 this has been upgraded from 12.4(15)T5 in an attempt to resolve the problem but made no difference.
