Cisco 1811 Router error :  Upgrade ROMMON initialized,  Initializing ATA monitor library

I am getting this ROMMON upgrade initialized and  Initializing ATA monitor library on Cisco 1811 router. It keeps on rebooting an never get into prompt. What you think , the issue and remedy is ?
