Cisco router configuration

I am configuring cisco router with the followinf for e0/0:
interface Ethernet0/0.2387
encapsulation dot1Q 2387
ip address 172.31.196.142 255.255.255.252
no shutdown

when I plug the lan cable to the e0/0, the LED is not blinking.
Is there any more configuration I have to put??
