It sounds like there is no route on the 12 network to the 1 network. I lock my vpn down to allow access to only certain vlans and I cannot see a reason to allow any VPN traffic to my voice vlan on my network. Your sys admins may have the same thought. Are you sure that you don't have an external IP for VOIP that you can use?

You would need a site to site vpn (you pic doesn't say what that link is)
Cisco phone would have to have the gateway of your router.
The routing on the lan side would have to be configured.
You would need to ensure there where no rules on the vpn regarding traffic and that the phone vlan would accept traffic from the von vlan
I am not sure, but you may have to configure the PBX to tell it that phones with that IP range are legit.
Why not just get a voip card for your pbx (should be about 500$) and give it an external address, hook it up to a internet connection. Then the cisco phone could connect to the external pbx card?
