Cisco 2611XM QOS Not Working Like Expected

Have QOS configured on a 2611XM and the show commands aren't displaying what I'd expect them to.

It appears the ACL for my scavenger class is matching traffic that should be grabbed by a different ACL. Specifically TCP:1494 traffic and TCP:80 traffic. There is plenty of TCP:80 and TCP:1494 traffic on this link and my netflow info agrees with this.

The ACL's were entered beginning with the highest priority traffic and the lowest priority traffic was entered last (100 first, 101, then 1.)

Is something easy being overlooked here?
