If you're connecting with VPN to the router you would need to create the username and password in a test file using the username command and then copy and paste it to the router. RPPreacher has a much better idea.

Why not authenticate off a RADIUS server (IAS in Microsoft parlance) and import the accounts there using CSVDE?
Much easier.
