Have you tried pressing the reset button for about 10 seconds. Might take a longer or shorter time, depending on the hardware.

I don't see a reset button on the C2821, actually never have seen a reset button on any Cisco router

Sounds like it is expecting some kind of secure "ID" from whatever it was hooked up to before
Any of this help?

Authentication Failure

Assuming that Cisco Secure ACS for Windows and the router are communicating and that you are authenticating against the Windows NT or Windows 2000 user database, check the following items if you encounter an authentication failure:

*Are the username and password being entered correctly? (The password is case sensitive.)
*Do the username and password exist in the Windows NT or Windows 2000 user database? (Use the Windows 2000 User Manager administration tool to verify the user entry and to reset passwords, if necessary.)
*Is the dial-in interface on the network access server configured with ppp authentication pap?
*Is the User Must Change Password at Next Login check box checked in Windows NT or Windows 2000? (Uncheck the check box it if it is checked.)
*Does the username have the rights to log on locally in the Windows NT or Windows 2000 Server window (Trust Relationship/Domain)?
*Is Cisco Secure ACS for Windows configured to authenticate against the Windows NT or Windows 2000 user database?
*Is Cisco Secure ACS for Windows configured to grant dial-in permission to the user?
*If the username was able to authenticate before and is unable to now, is the account disabled on Windows NT or Windows 2000 or Cisco Secure ACS for Windows?
*Has the password expired on Windows NT or Windows 2000?
*Does the username contain an illegal character?

Windows NT or Windows 2000 will send the domain name and username for authentication when a user attempts to access the network through Dial-Up Networking (DUN).

Authorization Failure

If the dial-in user is authenticating, but authorization is failing, check the following:
*Are the proper network services checked in the Group Settings?
*If IP is checked, how is the dial-in user obtaining an IP address?
*Is there an IP pool configured on the network access server?
*Is the name of the IP pool entered in the Group Settings? (Leave this blank if a default IP pool has been configured.)
*If authorizing commands, has the aaa authorization commands 1 tacacs+ command been entered into the Cisco IOS configuration? (You can substitute any privilege level from 0 to 15 for the 1 in this command.)
*Has the radio button for the command been selected?
*Has the radio button for the argument been selected?

Other than trying a power cycle, I am out of ideas. My Cisco skills are fairly limited.    : /

Sorry, I'm not cisco expert either.

I do wonder though if there is something configured under Line Con 0  that would be preventing access, possibly something like "no exec" or "no login". I'm not sure if they can be applied to Con 0, but it may be worth a shot.

Maybe if you go through the password reset instructions, you will be able to do a show conf to see what comes up under Line Con 0

If you can get in via password recovery, do it again but right before reloading the router:

     show run

Get a copy of the entire configuration.  You are most interested in the section at the bottom for "con" (console).

Post that piece.

Crap, looks like I may have wiped the config... this is what is showing in the config now.

line con 0
line aux 0
line vty 0 4
 login

and still stuck int ROMMON

by: StrifeJesterPosted on 2009-09-14 at 08:18:07ID: 25326328

If you are running Conf t and other commands that is not ROMMON. ROMMON as far as I know doesn't give you those options.  If you are getting through the initial setup and then the router is not saving the changes do a dir command and see if the configs are flagged as readonly.  You might have to d oa write erase which will clear the flash.  In the newer IOS its erase nvram:

I do a write erase and reload I get what you see below. Is the IOS corrupt perhaps?

Router#reload

you missed the part about "copy start run" to get the startup configuration running.

follow all of the password recovery steps but *right before* reloading the router, do a 'show run'.

or, start the password recovery, get to enable and do a 'show start'.

if you get one or the other, put "XXX"'s where passwords and keys should be and post it.

by: _jesper_Posted on 2009-09-14 at 08:49:56ID: 25326647

If you are getting to the priv prompt ( # ), you are not stuck in ROMMON.

Do a 'show start' and 'show run'.  Do either or both of these contain valid proprietary configuration data?

Okay.  There is no configuration data.  You will want to be sure that your config-register has been set back to x2102, save and reload before you put your new (or backup) configuration on the box.
