RV042 Cisco dual WAN router not switch between ISP when Internet goes down on primary

Hi, we are in the process of installing a Cisco RV042 (used to be a linksys small office router). So we have that router connected to two different ISP since it comes with dual wan for failover/redundancy or load balancing...

The router is in place and we configured the failover (smart link backup) feature with necessary ISP settings, it is configured but the only way to have the router switch between providers when the primary fails is to physically turn off the ISP modem (dsl and cable), obviously the idea is to have it switch between links automatically, if the Internet goes down on the primary link at a further hop the swap does not happen, if we manually turn off the ISP modem the swap does happen. like is only doing ping to "default gateway" any help is highly appreciated. Thanks
