CISCO Router 2514 Does Not Retain Settings on Reload

good day everyone,

i have two cisco 2514 routers that cannot retain their settings if i perform a reload or turn of and turn back on the router. prior to this happening the only command i ran was wr erase to remove all configuration and start over. Now it will not keep any setting regardless of me running wr mem OR copy running-config startup-config. what can i do to have it retain it's settings once i copy the running config to the startup config? any help on this would be appreciated. thank you.
