copy cisco IOS via tftp to a PC

I am trying to copy a IOS from a router (flash card) to a PC (that is running solarwinds TFTP server). I recieve the error that it is timed out

The way I read the cisco explanation of how TFTP file transfer should take place and i read as follows

copy flash: tftp:
"file name"
"Address of tftp server"
"dest. file name"

then it gives the !!!!!!! till it times out....
