cisco cmts ubr7246 with mc16c

I'm deploying a cisco cmts and I'm utilizing the "all-in-one" configuration meaning that I will not be deploying a separate tftp server, TOD server, etc.  Everything is working as I'd like it to except for one thing.  When trying to apply the rules in the following how-to from the cisco site http://www.cisco.com/en/US/docs/cable/cmts/feature/guide/ufgCFile.html#wp1025146 instance 230 through 234 and 240-245 break the cable modem connections.  Without these options, the cable modems connect no problem, with these options they continually bounce between the init and offline states.  These rules are supposed to block dhcp and bootp packets that are coming from the ethernet interface on the cable modem from entering the network.  I've attached the config from the cmts which shows the internally generated config-file.
