Cisco Vlan's, DHCP, VOIP issue

I am setting up a shoretel phone system and currently have Vlan 1 for the Data and Vlan 20 for the voice side.  I can get everything to work fine if I hard code the ip info into the phone however I cant get it to boot up utilizing DHCP.
When I plug the phone in it boots up into Vlan1 gets its DHCP info then re-boots into Vlan20 however,  the phone stays at a DHCP boot up screen "DHPC xxx Seconds".  What is weird is that I can see on the DHCP server that the phone has been issued an IP address from the Voice Vlan 20.   I hope all of this makes sense, I will also include the configs from the switch and router and a network diagram.   Thanks in advance for your help with this.
