Is a managed switch worth looking at for a network with fewer than 24 clients?

We are a small business and have eight workstations and one SBS 2003 server.  The server is a domain controller, file server, and hosts the database for ACT by Sage, which is an SQL contact database.

For several years we have used (2) SMC 10/100 8 port switches but I'd like to replace them.  I'd like to introduce some redundancy into the network by using two switches but I have no idea what to buy or how to set it up.  In the end, I'd like to end up with 16-24 ports.

My budget for this upgarde is between $300 and $600 but I'm always willing to stretch that up if I can get a better value.  I am willing to purchase reconditioned equipment through ebay especially if it will allow me to introduce redundancy.

I also would like to set up a VPN to enable remote users to access the network if that is a consideration in a switch purchase.
