2 Quick Cisco config Questions I need to make sure I am right before doing this change

1st question:
I have a cisco 1700 router that has 2 T1s that connect to it and are bonded it a mulitilink for a 3 meg pipe.  The fast ethernet connection runs to a managed netgear switch.  Also connect to the netgear is the ip cards in my PBX.  The PBX is tagging all voice traffice with DSCP 46 and I have created a QOS for any data that is tagged with DSCP 46.  I want to use the LLQ (
policy-map name
class name
priority percentage  x% then apply the service to the interface, but only Output is avaiable
service-policy output name
Finally the question... what interface do I add this to?

Second:
I have already applied the above policy to the multilink and checked the bandwith of the bonded T1's today.  It turns out we have been maxing out the bandwidth at 3 meg output but the upload has been fine (max at about 1 meg).  after I establish the above policy correctly, will I see the bandwidwith usage still max out at 3 meg if the qos policy has a strict 20% but is not using 600 k?
