I realize that..my question is, if I DON'T CHOOSE to use QOS on that blade, what happens to the traffic on that blade?

I installed WS-6348 blade in my 6509 today making it a full switch. I put a config on the blade with the normal QOS settings per switchport and saw this error messasge on the logs:
%QM-4-AGG_POL_EXCEEDED: QoS Hardware Resources Exceeded : Out of Aggregate policers
I was able to get the blade to work by removing all QOS commands from each switchport on that blade. I really don't want to put QOS on the VLAN, but I may have to go that route. My question is, in the event of network congestion, how will devices plugged into this blade behave? Will it get priority because it is not participating in QOS or will it get thrown in the back of the line?
