Since these commands are applied to VTY 0 4 (your virtual interfaces - "Virtual Terminal" lines), they will apply to users connecting to the devices using telnet and/or SSH.
Exec-timeouts is the period of time the router will wait for input from a user before timing out.
Session-timeout is for the overall allowed duration of the connection (without reaching the exec-timeout limit).
