What I want to do is assign an ACL to this VLAN to block all connections from 10.80.x.x, 10.90.x.x, 10.75.x.x to host 10.1.200.101 and permit everything else.

Something like this:
check to make sure your not using access-list 100 for anything.
access-list 100 deny ip 10.80.0.0 0.0.255.255 host 10.1.200.101
access-list 100 deny ip 10.90.0.0 0.0.255.255 host 10.1.200.101
access-list 100 deny ip 10.75.0.0 0.0.255.255 host 10.1.200.101
access-list 100 permit ip any any
int vlan 202
ip access-group 100 out
