I have this Netgear WGT624 v3 and the other came from ATT for broadband/TV via a coax input. I do not know what model it is

It does not appear that the WGT624 is capable of wireless bridging, so, your best option to do this would be to run a network cable from the downstairs device to the upstairs device - connect them both to eachother via an available LAN port. Configure the WGT624 to allow wireless clients to access the LAN network.
running a wire is usually expensive unless your very handy and it's an easy run.
your best alternative is to buy a gameing adapter.
Linksys sells 2, one is WGA600N which is a wireless N adapter. (this also does wireless G)
the other is a WGA54G which does only wireless G.
What this does is it converts wireless signal and converts it back into a wired signal.
they are easy to configure for your wireless network and will work with encryption and any DHCP you have on your other router. also they are only around 75.00 and easily purchased from bestbuy or elsewhere.

Does either router have an option in it to configure it as a wireless bridge? If so, you can, by configuring it. If you post which router has the capability, please post its name and its current firmware revision and I'll see if I can find a link with some instructions for it on your behalf.
