WPA key lost on keychain after changing SSID's

There is an issue with a Mac laptop keeping the WPA key after logging out and logging back in as a different user (or the same user).  The WPA key is lost and the user is prompted to enter in a key for the Osseo-Inside network.  
 
The user is automatically logged into the Inside (WPA protected ) SSID when the machine boots up and is connected.  The problem occurs when a user changes SSID's (for example to a public SSID that is in the same RF area), and tries to get back to Inside (WPA protected) SSID.  If you re-enter the Inside (WPA protected) SSID key then it connects.  At that point you can change between SSID's without any issue.  If you logged off then back in and tried to change SSID's, then change back to Inside (WPA protected) SSID, it will prompt you for a WPA key.

This only happens to Macs and not PC's (XP and Vista).  Any suggestions?  There are a few hundred Macs out there so any help would be appreciated.
