You can use an inexpensive Linksys router and DD-WRT firmware with a package called NoCatSplash.

Using that you cannot get around using (if not learning) some linux commands, though. I suggest reading through that article completely and see if it looks too complicated before even deciding what router to try (let alone buying one).
NoCat's website is http://nocat.net, but the packages available there (besides NoCatSplash there's NoCatAuth and NoCatMaps) are pretty-much completely linux-ized.
