You could always get documentation, and anything else necessary from Belkin.
But it should be rather simple to go without.
Explained quickly:
Connect to the router with a wire, get its ip address using ipconfig, and put the ip address into a browser. The browser should show the configuration utility. If it asks for a password, just leave it blank and it should let you in. There, you can set up your wireless encryption (if any), and so on. Belkin would be a good source for the details of their web-interface.

Explained slowly:
I am assuming you have a working modem.
Connect an ethernet (CAT-5, or better) cable between the router and your computer. Any jack on the router is fine except the Internet jack, which it will use to connect to the modem later.
Once the wire is connected, and the router is on, Windows (I'm assuming) should notify you that a network cable has a connection.
Go to the start menu, and choose run.
Type cmd in the space and hit enter.
In the command prompt, type ipconfig and enter.
The gateway ip address needs to be noted.
Open an internet browser, and put the ip into the address bar (numbers and dots, nothing else).
This should bring you to the configuration web interface.
Any password can be left blank (if not, you need to find the reset button on your router...).
The web-interface should be explained pretty well on the Belkin site.
If you want to try it manually...
Attach your computer to one of the router's LAN ports with a cat5 network cable and let it get an address from the router's DHCP server.
Browse to the address 192.168.2.1
No username is required. Leave the password blank and click Submit.
But if you didn't know all that already, the wizard is probably the way to go... run the wizard, and wait to attach the cable to the router when it tells you to.
