Copy Just NTFS Permissions

I used richcopy to copy over all our data from one volume to another on the same computer. Then I connected that volume to a new server and brought it up as the new file server.

After my initial copy all the security information was identical, but after moving the drive to the new server it appears all the security information is gone even though their both on the same domain.

So now I need a way to copy JUST the NTFS security information from the old drive to the new drive.

robocopy with the SECFIX command seems perfect but for some reason they decided to remove it in w2003 and I can't find a w2000 version of it.

This matter is pretty urgent as I had to give full rights as a temp fix.
