Well, shutting it down is the easy part. Getting it to boot back up again from the remote would be the hard part. Windows XP has a shutdown command which you may be able to map to one of the remote's programmable buttons. Also, Media Center itself I believe has a congif option to shut down the computer when Media Center exits. However, in order to be able to turn the machine back on with the remote, your BIOS would have to support it. Some BIOSes have the ability to turn the machine on via a mouse click or a key combination on the keyboard. But as for the remote, it is very doubtful there would be any support for that.

modify what the PC does when the power button is pressed.
Right-click on the desktop, choose Properties and click on the Screen
Saver tab. Click the Power button under Monitor Power. Select the
Advanced tab and under Power buttons select "Ask me what to do" under
"When I press the power button on my computer". Now, when you hit the
PC power button on the remote, it will ask you if you want to Exit Media
Center or Logoff/Standby/Shutdown. Now you can hit the power button on
the remote, choose Exit Media Center, hit the power button again and
then choose shutdown
