What I am experiencing is that the GPO based GPSI are not taking off when I reboot a notebook. Investigating that isssue led me down the path where, on another thread in Experts-Exchange, I was told that I needed 802.1x certificate based connectivity in order to make this work.
I am going to the jobsite this afternoon and will test your recommendation. If it does, in fact, connect to the network before login, then I am at a loss as to why my GPSI is not working.
I will let you know the results.

If you're using WPA with a preshared key, then the computer should automatically connect to the wireless and be accessible for you to push software out to using GPO's. To test, boot a laptop up and let it set for a minute or two at the login screen. All the services should start and it should attach itself to the wireless network. Look on the 1100 closest to the laptop to see that it has connected and pulled an IP address.
802.1x is not a requirement for what you want to do, this is just a more secure method of connecting to a wireless network using Domain/Network credentials. If you want to implement it anyhow, I can help you set it up but it will require the purchase of a public certificate from Thawte or Verisign, etc.
